AAPSU reiterates
demand for early solution to refugee problem
ITANAGAR, Jun 21: All Arunachal Pradesh Students’ Union (AAPSU) held a meeting with Joint High Power Committee (JHPC) on June 20 and reiterated its demand for early solution to refugee problems in the state. The meeting was attended by political secretary of state government, his team and representatives of the refugees.
Alleging rise in crimes like rape murder, extortion committed by the refugees in different parts of the state, AAPSU flayed the state government for failing to check them and solve the refugee issue.
While informing that the JHPC will visit the actual refugee affected places across the state as resolved in the meeting, AAPSU appealed to all the district administrations, particularly the department of forest and land of affected districts to prepare their relevant documents of the issue.
Reiterating its demands and stand on refugee issue, AAPSU appealed to the people of the state to cooperate with the apex students’ body of the state in its movement against refugee issue.

ITANAGAR, Jun 21: The All Arunachal Pradesh Public Health Engineering and Water Supply Department Worker’s Union (AAPPHE & WSDWU) has demanded the immediate arrest of the unidentified individuals responsible for the assault on P.K Choudhary, a Junior Engineer in PHE, Chief Office Enquiry, Itanagar.
The union informed that Choudhary was brutally and unexpectedly attacked between 11 pm and 12 pm on June 18 while on his way back home, causing severe injuries. He is currently recuperating in R.K Mission Hospital, Itanagar.

Bamboo and cane craft training
LONGDING, Jun 21: Ten days training on Bamboo and Cane craft concluded yesterday at the craft centre Longding.
The training was sponsored and inaugurated by the Deputy Commissioner of Longding Shilpa Shinde on June 10 last.
During her inaugural speech she stressed on the need to build the capacity of the people and to make optimum use of the abundant natural resource in the area and become self sustainable. She also expressed her desire to conduct different kind of skill training every month in the district.
Craft Council of Nagaland President Neikhozoto Savino, his assistant Langkai Konyak were the trainers.
All together seventeen participants attended the training. The trainees were taught to make utilities items with bamboo and cane like dustbin, tray, pen stand, flower basket.
Circle Officer Longding Kesang Goiba attended the valedictory function of the training. He also encouraged the trainees to put more effort and also attend more training in future to build their own skill and not to look for the incentives or stipend.
One of the trainees said that before the training bamboo was just a grass but after this training he saw the worth and value of bamboo. Death toll goes up to 207; 50,000 still stranded
Dehradun/Itanagar, Jun 21: Rescuers found 40 bodies floating in the Ganges river near Haridwar today taking the death toll to 207 in the massive flooding in Uttarakhand, as they intensified efforts to evacuate 50,000 people still stranded in different inaccessible parts of the hill state.
Nearly 34,000 stranded people were evacuated in operations on a war footing launched by multiple agencies including the Army, IAF and ITBP since the heavy monsoon rains pounded the state a week ago.
The IAF deployed 13 more aircraft for relief and rescue work, taking to 43 the total number of planes in operation.

Arunachal Pradesh CLP leader Nabam Tuki has requested all Congress legislators of the state to deposit one month's salary to the CM Relief Fund for onward contribution towards relief and rehabilitation of victims of the Uttarakhand natural calamity.
AICC President Sonia Gandhi has directed all Congress MPs and Legislators to contribute to the fund being generated for relief and rehabilitation of the victims of the disaster.
In a circular today, Tuki, in response, has appealed all Congress Legislators of the State to contribute their one month salaries for the purpose on or before June 26 next. He also appealed all thinking citizens, irrespective of position and party affiliations, to voluntarily donate to the fund and assured that proper receipt would be given against all contributions, which would be exempted from income tax regulations.
"Our friends in Uttarakhand are in dire need of help. Let us lend them a helping hand to rebuild their lives," he said in an appeal this evening.
Contributions in cash, cheque or demand draft may be deposited or drawn in favour of the Chief Minister's Relief Fund, which would be then transferred to the fund being generated countrywide.
While praying the Almighty to give strength to the family members of those who perished in the natural calamity, Tuki extended solidarity on behalf of the people of Arunachal Pradesh with their compatriots in Uttarakhand.

ITANAGAR, Jun 21: The ambitious project of department of tourism department “Mukhya Mantri Prayatan Vikash Yojna (MMPVY)” has run into troubled water as some of the beneficiaries have complained against Apex Bank for refusing to pay the subsidy amount as promised earlier. The group of beneficiary from East Siang district has strongly protested the Apex Bank policy for going against laid down norms.
According to them, the department of tourism through Apex Bank are supposed to pay Rs 3 lakh as subsidy to the beneficiary for buying vehicle under Mukhya Mantri Prayatan Vikash Yojna. The 20% of total cost of vehicle are to be borne by beneficiary and 40% of amounting to Rs 3 lakh by department of tourism. The remaining 40% are to be given as loan by Apex Bank. Rs 3 lakh subsidy money is supposed to be paid to the beneficiary right after buying of vehicle. The tourism department has already sanctioned Rs 3 crore in this regard and money has been transferred to Apex Bank. However according to the beneficiaries bank is refusing to release the said amount and is insisting that it will release it only after beneficiaries clear the loan amount in 36 months duration. This has become bottleneck and beneficiaries are appealing for immediate release of the subsidy amount.
When contacted director of tourism Taru Talo said he is not aware of any problem and he will discuss the matter with his concern officers so that no one face any problem.

Earlier, the Paliwal was briefed upon on the status of Agriculture and Horticulture in the districts by the respective Deputy Commissioners. They also spoke on road map for future development.
Deputy Commissioner Changlang Chanchal Yadav categorically mentioned that less exposure, lack of motivation, untimely supply of inputs, absence of local availability of farm inputs are some of the factors for poor productivity in the districts. She suggested the farmers to perform dual cropping system.
Agriculture and Horticulture Department Commissioner Hage Kojen and Changlang Zilla Parishad Chairperson also gave motivations to the farmers through there deliberation.

Audit all environment activities in state, says NCP
ITANAGAR, Jun 21: Nationalist Congress Party (NCP) Arunachal Pradesh unit has strongly urged the Comptroller and Auditor General (CAG) of India for early auditing of all economic activities, especially the ones sponsored by Government Departments.
Indiscriminate utilization of natural resources for meeting development demands, rapid and unplanned urbanization are adversely affecting the environment, said NCP State President Kahfa Bengia in a release.
Further, dumping of wastes into our rivers and streams, clearing of forests for jhum cultivation, uncontrolled and unchecked emission of harmful pollutants from few monopolized industrial units into the environment have all contributed to degrading our environment, he said.
The ever increasing vehicles and rapid population explosion coupled with increased damming of the naturally flossing rivers for Hydro Power generation and aggressive militarization of the frontiers have already started to show symptoms of global warming and climate change and consequent risk to the existence of plant, animal and human life, he said.
“Unfortunately the stakeholders in Arunachal, including the policy makers are in switch off mood and there have hardly been any major policy initiatives in protection and conservation of the environment. Although some Govt. Departments such as Environment and Forest started allocating funds under CAMPA but such funds are shown used for purposes other than afforestation,” he claimed.
Bengia further urged the AG Itanagar to initiate auditing of the Mega Power projects in public as well as private sectors taking into account the presumptive and accumulative effects on the lives and culture of the indigenous population and also recommend necessary ameliorative measure to be taken by the Govt. and the Power Developers.

First meeting of PMC reviews development issues
PASIGHAT, Jun 21: The first monthly developmental meeting of Pasighat Municipal Council (PMC) was held in the DC’s conference hall today.
During the meeting various developmental issues related to the town like Urban Development, Power, Forest, Police, PHED, Education and Health departments were discussed at various levels during the day long consultative process, placed by the councillors and finally the house passed various resolutions for faster development of the township on the day. Addressing the house, the Chief Councillor Denong Tamuk appealed to the officers to extend support to the newly constituted Municipal body and work in tandem with them for the further development of Pasighat. He said the objective of the monthly meeting was to understand the current status of township and to formulate the vision by benchmarking characteristics of acceptable performance indicators for sustainable infrastructure development and to prioritize the major needs of people. He sought suggestions and proposals from various quarters in regard to the overall development and progress of the town stating that many basic services will be delivered by local municipality in coming days. The chief councillor informed the house that suggestions are being received from various stakeholders including citizens. Ward councillors are very closest to the communities and therefore they should be sensitive to community views and responsive to local problems. Partnerships should be built between civil society and local government to address all local issues, Tamuk advised.
The Deputy Councilor Otik Pertin presented a brief history of Pasighat and drew attention on organizational restructuring in urban body. He proposed that all the powers and functions laid in the Act, “Municipal Manual of Arunachal Pradesh” be delegated to Pasighat Municipal Body with full trust as early as possible. He also strongly pleaded to get authorization for issuing all kind of license, permits to deliver smooth services to the citizens. He demanded immediate posting of municipal magistrate and appealed the people of Pasighat to maintain communal harmony in the township.

State’s first Mithun Farmers’ Club inaugurated
ITANAGAR, Jun 21: State’s first Mithun Farmers’ Club (MFC) was inaugurated by Kimin EAC S Lawang at Kimin on June 19.
Speaking on the occasion, Lawang hoped that the MFC will prove immensely beneficial to the Mithun owners and it will encourage others to form such clubs in other parts of the state. He suggested the members to work for common cause and maintain good relationship with officers and officials of the department concerned to get the services.
KVK Programme coordinator Dr. T Heli enlightened the participants about the role of farmer clubs in working hand in hand for the cause of the farming communities through PowerPoint presentations. He suggested the Mithun farmers to be more proactive and set example for others to follow.
NABARD Deputy Manager OP Munglam advised the participants to open the personal or the group accounts in the nearest commercial banks and avail the credit benefit schemes available with the bank for farm enterprise.
He informed that banks are ready to finance the farmers if they repay the loan along with interests in time. Further, he suggested the farmers to first avail small loans and build good reputation with banks by repaying the loan amount in time. Then only the bankers will provide loan supports for larger enterprises, he said.

This is with the reference to the letter written by Tadar Tarish, president, Arunachal Law Students’ Union published in your esteemed daily dated 20 June 2013. That he has mistaken the personal opinion expressed as the organization’s statement resulting in unnecessarily dragging Arunachal Citizen’s Rights (ACR) name in the letter. Of course it is understood that I may be having two entities at the same time as chairperson of ACR in social and as Taring Mama as an individual. It is not always necessary that individual or personal opinion be taken as a statement of organization. For example, all the statements and opinions of Tadar Tarish may not be necessarily the statement or opinion of the Arunachal Law Students’ Union. Therefore we need to learn to draw the line between individual or personal and social or organization opinion.
Having said this I am grateful to him for his faith in ACR that ACR can do and should continue to do the good works which it has been doing. It is worthwhile to mention that ACR has been always taking the issues concerning the State of Arunachal to the international, regional and national forum. I assure him ACR will be doing it in a greater intensity.
Coming again to the availing of the privilege or benefits of the minority and ST; my simple understanding is that in Mizoram and Nagaland the majority of the populations are the Christians; still they are minority in the Indian context and as far the definition under Indian Constitution. In the same way even if Christians are majority in some parts of the Arunachal Pradesh yet they are minority. Another example, Sikh population may be majority in Punjab still they are minority in the Indian context in terms of religious and linguistic minority hence they can avail minority privilege anywhere in India.
Hence I would stick to my conviction that I can avail facilities as a ST and as a Christian minority. But I cannot claim both in the same time for the same thing otherwise it would be a duplicity or an overlapping. For example regarding the government job quota there may not be reservation for minority Christians, Muslims, Sikhs, Budhists, etc. but there are for ST , SC and OBC. On the hand there may be privileges and benefits for Christians, Muslims, etc. in promoting their religions, languages and cultures anywhere in India according to the definition of minority by Indian constitution which I feel is good for national interest.

After several months later, I would like to remind the authority regarding CMTAS
(Chief Minister Talent Award Scheme), which was initially setup during the session
2011-
It was really a policy of mettle sense adopted by our state government under the leadership of Mr. Nabam Tuki. Through this policy student will get encouragement after finding their name among the list of achievers. Such scheme may also be helpful to develop the spirit of education among the student to create a thumping figure of achiever along with curiosity for his name and fame in the society.
Under this scheme (Chief Minister Talent Award Scheme) achiever was said to be felicitated with Cash amount of Rs. 10,000 (ten thousand) and a Laptop. Impressively the cash award was transferred to their account but another award (laptop) was never distributed. The Modern educators give stress on “LEARNING BY DOING” or “LEARNING BY EXPERIENCE”, it provides purposeful experience of that is seen, handled, touched and felt. So the role of electronic device or computer for the young student are very helpful in completing the triangular process of learning i.e., motivation, classification and stimulation.
Several days have passed but there is no any information regarding the award of laptop.

Unbearable acts
Dear Editor,
It is unbearable to keep silent now. The vandalism of a petrol pump has broken the
last thread of my patience. I highly despise the current AAPSU team; they have been
headache of general public & administration since time of their election last year.
I can’t forget how capital was closed down for days together due to their election
related incident. Similar situation was seen in Ziro where their election miserably
failed. Large cache of arms and ammunition were reported to have been recovered
from AAPSU delegates at Ziro. Arms ranging from rifles to hand grenades were reported
to found, these are arms are impossible for civilians to posses. They are used by

In current incident, as per Tony Pertin’s letter, his petrol depot was damaged due to his objection to give free fuel to AAPSU. Even a police officer on duty was attacked by those goons. Later AAPSU president gives a statement regretting the damaging of petrol depot by unknown persons. I must enlighten Mr President that his presence at the site during incident has already been witnessed by inspector Khiksi Yangfo, a well known police officer of Naharlagun police station. The activities of office bearers of AAPSU has brought worst remarks to union more than anyone else and certainly more than Mr. Pertin’s line in Facebook. It was in prehistoric time that AAPSU for the welfare of Arunachalees played the role of opposition in our state, where every dog, cat, insect etc. wants to be with ruling party, but presently credit to their violent incidents, extortion and type of arms they possess AAPSU is more like banned outfit. AAPSU owe an apology to entire students of Arunachal for damaging the image. Now I ask AAPSU not to start targeting media houses for publishing general public's sentiment.

Please do not vandalize public and private properties
Dear Editor,
As appeared in various local English dailies, the vandalization of NRL petrol pump at Nahurlagun by the AAPSU activist is unfortunate and uncalled for. Any differences between the premier student body of the state and proprietor of the NRL petrol pump could have been solved amicably, instead of taking the law into the hand.
The rule of law is always paramount in any civilized society. No one is above the law but he or she is destined to rule of law by his or her misdeed.
The unleashing and vandalizing of private property of NRL petrol pump in the heart
of the capital city is eye opener for the society. The motto of premier students
union is -
My ardent appeal to the premier students union of the state i.e. AAPSU, please do not vandalize any public and private property of the state, because these properties belongs to our own people and these are very essential assets of our state.
Furthermore, I beg to appeal to AAPSU, instead of doing all this unethical deeds,
please concentrate on vexed issues confronted by the state i.e. inter-

Thank you for saving me
Dear Editor,
At around 4 pm last Saturday the 15th of June 2013, on the way to my home in Seijosa this incident took place. Shortly after crossing Biswanath Chariali, a familiar white Scorpio vehicle overtook me which I followed till ‘Sootea tiniali’ where I had planned to turn right for the shorter way to ‘Itakhola’. Stopping to think why the Scorpio had not done so too, I simply let it carry on and turned right but suddenly a two wheeler banged against the right rear tyre of my vehicle. The rider of the bike who actually smiled made me feel it was okay and I could move on, but a crowd began shouting rushing towards me asking me to park and get out of the vehicle. Still being inside the car, a man from outside punched me in the ear to blow off my senses. I opened the door to step out but someone else pushed back asking me to just move on.
Still out of lights I said I’m getting out again trying to open the door but more people including women were pushing me back urging me to go. Few people in front were blocking my way but were also being dragged back by others waving at me to just go on which finally I did. For some time after that I still went on cursing my bad day.
This happened few days ago and should have been forgotten as a stray incident, but my mind was restless not with rage but gratitude, which could be relieved only if I thanked openly. Being used to frequent hostile mobs in Assam, this time it happened the other way round when an irate lot were outnumbered by crowds of helpful folks who came to the rescue. Totally out of conscience then I couldn’t think that I had been hugely overshadowed and also had responsibility for a sick brother and two minors whom I shudder to think could have been lost had we not been saved by those good folks.
Through this letter I want to express my realization and whole hearted gratitude to those fine people, that for such kind acts, one can also be very grateful. I cannot recall any of the faces from that incident except for the one who punched me, but he now only comes to my mind as a humorist who was taking part in a God’s play.

Defer bandh call
Dear Editor,
This is in response to the 12 hour capital bandh called on 26th of this Month by All Arunachal Pradesh Youth Forum and the Arunachal Pradesh Students Organization. We the student of Arunachal Law student are having our Final Semester Exam.
I personally request these two organizations to defer its bandh call as on the same day I have to attend my Final Paper which got back lock last year that too due to bandh call by some organization as I have to travel all the way from Chandranagar to Lekhi village to attend my exam.
Lastly in view of students of ALA, and for all those giving their examinations I urge the organization to defer the bandh call in some other suitable date whereas, student community may not suffer.
